Zackary M. Chege – EBS, Lead Consultant – Public Policy, Institutional Governance and Strategic Transformation

Zachary is a distinguished public-policy, economic-planning and institutional-governance specialist with over three decades of senior leadership experience at national, regional and international levels. He has served as Secretary for Policy Coordination and Analysis, Head of Macroeconomic Planning and Director General of the Kenya National Bureau of Statistics, in addition to serving on the KIPPRA Board and chairing the United Nations Statistical Commission. He brings extensive expertise in policy formulation and coordination, strategic planning, corporate governance, institutional performance, economic analysis, data governance, monitoring and evaluation, resource mobilization and stakeholder engagement. Throughout his career, he has led complex public institutions and national programmes, strengthened internal accountability and control systems, managed multidisciplinary teams and built strategic partnerships across government, the private sector and development agencies. Mr. Zachary is well positioned to advise state corporations and public institutions on organizational transformation, governance reforms, policy alignment, leadership effectiveness, evidence-based decision-making and performance improvement. His contribution to national development was recognized through the award of the Elder of the Burning Spear.

Dr. Anthony Obutiatia Esilaba, PhD – Senior Consultant – Agribusiness Transformation, Soil Health and Natural Resource Management

Dr. Esilaba is an internationally experienced agronomist, soil scientist and agricultural consultant with over 37 years of leadership, research and advisory experience across Africa. He holds a Doctor of Philosophy (PhD) in Agronomy, specialising in soil science, soil fertility and soil chemistry. As a former Assistant Director at the Kenya Agricultural and Livestock Research Organization (KALRO) and Senior Principal Research Scientist at the Kenya Agricultural Research Institute (KARI), he has led major programmes in soil fertility, integrated nutrient management, land and water management, agroforestry, climate-smart agriculture and sustainable farming systems. He has undertaken consultancy assignments for the International Centre for Research in Agroforestry (ICRAF), International Water Management Institute (IWMI), Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA), and Alliance for a Green Revolution in Africa (AGRA). He has also held regional research fellowships with the International Center for Tropical Agriculture (CIAT) and the International Maize and Wheat Improvement Center (CIMMYT). Dr. Esilaba is well positioned to support state corporations operating in agribusiness through strategic planning, agricultural research and innovation, soil-health and fertiliser programmes, climate-resilient production, policy development, institutional capacity building and stakeholder engagement. With 49 peer-reviewed publications, 25 book chapters, numerous technical manuals and extensive postgraduate supervision experience, he has a strong ability to translate scientific knowledge into practical, scalable and commercially relevant solutions that improve agricultural productivity, sustainability and service delivery

Dr. Tobias O. Olweny – Finance, Investment and Institutional Capacity-Building Consultant

Dr. Olweny is an accomplished finance and investment specialist, Senior Lecturer at JKUAT, practising Certified Investment and Financial Analyst, and member of ICIFA (Kenya). He has over 20 years of consulting experience in financial management, investment analysis, institutional research, strategic advisory and capacity building. He has undertaken assignments for leading state corporations, SACCOs, NGOs and private-sector organizations, including NSSF, NITA, National Housing Corporation, Kenya Wildlife Service, Kenya Railways, the Danish Refugee Council and Fairtrade Africa. He has also conducted market-based research for the Capital Markets Authority and Kenya Association of Manufacturers and delivered finance and investment training to organizations such as IFC, Barclays Bank, Knight Frank Kenya, Safaricom and Faulu Kenya. He holds a PhD and MBA in Finance and brings a valuable combination of academic expertise, professional practice and practical consulting experience.

Dr. Evans M. Mwiti, Ph.D. – Senior Consultant – Institutional Performance, Monitoring and Evaluation Specialist

Dr. Evans is an internationally experienced research, monitoring, evaluation and data specialist with over 15 years of experience supporting governance, institutional performance and development programmes across Africa, Asia and the Middle East. He holds a Doctor of Philosophy (PhD) in Demography and Population Studies from the University of the Witwatersrand, South Africa. Dr. Evans has led complex evaluations, political-economy analyses, impact assessments and evidence-generation assignments for the United Nations Development Programme (UNDP), International Organization for Migration (IOM), United Nations Children’s Fund (UNICEF), Joint United Nations Programme on Human Immunodeficiency Virus and Acquired Immunodeficiency Syndrome (UNAIDS), International Rescue Committee (IRC), Kenya Red Cross Society and Hebrew Immigrant Aid Society (HIAS) Refugee Trust Kenya, among other international organizations. His experience in evaluating democratic governance, institutional accountability, stakeholder participation and programme performance positions him to support state corporations and public institutions undergoing transformation. He brings advanced expertise in organizational diagnostics, performance measurement, data-quality systems, accountability frameworks and evidence-based decision-making, enabling boards and management teams to measure reform outcomes, strengthen service delivery and embed a sustainable culture of transparency, learning and results.

Dr. Agnes Njeru, Ph.D. CIFA Senior Consultant – Institutional Development, Corporate Governance and Commercial Performance

Dr. Agnes is an accomplished consultant, academic and finance professional with over 20 years of experience in institutional transformation, corporate governance, strategic planning, financial management, entrepreneurship, leadership development and capacity building. She holds a PhD in Entrepreneurship, an MBA in Finance and is a Certified Investment and Financial Analyst and full member of ICIFA.
